Certified just shows it was mailed. If you wanted special handling, you need registered. Mail gets lost. If you have had it insured if it were valuable.
No you can not sue the USPS for misdelivery of mail.

I didn’t say it was delivered. I said there is NO TRACKING on it and that number in your hand is only a delivery confirmation number NOT any sort of tracking. You aren’t guaranteed a scan until delivery is attempted (or completed).

Buy insurance on everything you send or order (more than the minimum that you get for free).
Then, if they lose it, they pay for it.
I’ve never had an insured package get lost at the USPS.
